R-31-16 <br />3 A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF COLTON AUTHORIZING <br />4 ACCEPTANCE OF AB2766 MATCHING GRANT <br />FUNDS IN THE AMOUNT OF $25,000 FROM THE <br />5 MOBILE SOURCE AIR POLLUTION REVIEW <br />6 COMMITTEE <br />7 WHEREAS, SCAQMD is the local agency with the primary responsibility for <br />8 regulating stationary source air pollution within the geographical boundaries of the <br />9 SCAQMD in the State of California; and, <br />10 WHEREAS, SCAQMD is authorized under State Health & Safety Code Section <br />11 44225 (AB 2766) to levy a fee on motor vehicles for the purpose of reducing air pollution <br />12 from such vehicles to implement the California Clean Air Act; and, <br />WHEREAS, AB 2766 further mandates that thirty percent of such vehicles' <br />13 registration fees be placed by SCAQMD into a separate account for the sole <br />purpose of <br />14 implementing and monitoring programs to reduce pollution from motor vehicles; and, <br />15 WHEREAS, AB 2766 creates a regional Mobile Source Air Pollution Reduction <br />16 Review Committee (MSRC) to develop a work program to fund projects from the separate <br />17 account for the sole purpose of implementing and monitoring programs to reduce air <br />18 pollution from motor vehicles; and, <br />19 WHEREAS, City of Colton staff submitted an application for the MSRC Clean <br />20 Transportation Funding 2015 Local Government Match Program on September 4, 2015 <br />and awarded funding. <br />21 <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON <br />22 DOES HEREBY RESOLVE AS FOLLOWS: <br />23 That the City Manager is authorized to sign and execute all documents to accept matching <br />24 grant funds in the amount of $25,000 from the Mobile Source Air Pollution Reduction <br />Review Committee (MSRC) and enter into Contract Number ML16062 with the South <br />25 Coast Air Quality District (SCAQMD) for the installation of curbside electric vehicle <br />26 charging stations near multi -family dwelling units; and, <br />27 BE IT FURTHER RESOLVED that the City Manager, or his/her designee, is <br />hereby authorized as the Signature Authority to execute all documents necessary to <br />28 implement and secure payment; and, <br />
