If the property is properly screened <br />and protected by an eight foot high block wall, the risk of fire spreading may be <br />minimized. <br />2. That such Variance is necessary for the preservation and enjoyment of a substantial <br />property right of the applicant in that. <br />A. The Variance to allow a reduction in the parking requirement will not cause overflow <br />parking demand into the street and 59 parking spaces are adequate to provide for a site <br />with 25 employees. The majority of the site is used for the storage and manufacturing of <br />pallets on a lot that is irregular in shape. <br />B. The Variance to allow .005% landscape coverage instead of 15% as required by the <br />Zoning Code is warranted because of the irregular shape, location and size of the property. <br />Furthermore, the function of the site is primarily for the use of a pallet manufacturing and <br />storage use and is surrounded by industrial properties. The applicant is providing <br />adequate landscaping along the front of the property, in parking areas and around the <br />existing office area fulfilling the intent of the landscape coverage requirement. <br />C. The Variance to allow six foot chain link fence along the rear and side yards instead of <br />eight (8) feet was denied because Planning Commission and City Council concerns of <br />future fire of a pallet use would be reduced in affecting other properties if the property <br />was screened by an eight foot high block wall along the side and rear lots of the pallet use <br />including development of the front eight foot block wall with 8 foot wrought iron gate <br />screening. <br />That the granting of the variance will not be materially detrimental to the public welfare or <br />injurious to property and improvements in the Zoning district and neighborhood in which <br />the property is located in that. <br />A. The Variance to allow a reduction in the parking will not be detrimental to the public <br />welfare or injurious to property and improvements in the M-1 Zone and neighborhood in <br />which the property is located because the pallet storage and manufacturing use employs a <br />maximum of 25 employees and on occasion a guest visits the site. The 59 parking spaces <br />is a sufficient number of spaces for the use. <br />B. The Variance for the reduction in landscape coverage will not be detrimental to the public <br />welfare or injurious to property and improvements in the M-1 Zone and neighborhood in <br />which the property is located because the applicant is providing adequate landscaping <br />along the street frontage; parking area and office location. <br />C.
