I RESOLUTION NO. R-61-16 <br />2 RESOLUTION OF THE CITY COUNCIL OF THE <br />3 CITY OF COLTON, CALIFORNIA ADOPTING THE <br />BUDGET FOR THE FISCAL YEAR COMMENCING <br />4 JULY 1, 2016 AND ENDING JUNE 30, 2017 <br />5 <br />6 WHEREAS, the City Manager of the City of Colton has prepared the proposed annual <br />budget for Fiscal Year 2016-17 which sets forth all of the expected revenue and the recommended <br />7 <br />appropriations to meet the operating and capital needs for all of the City's operations; and <br />8 <br />9 WHEREAS, the City held a series of public budget workshops wherein staff presented the <br />10 budget, in detail by department, to the City Council, and <br />11 <br />12 WHEREAS, at the end of the workshops, the City Council provided further direction <br />13 regarding the recommendations contained in the Fiscal Year 2016-17 Proposed Budget and <br />14 modified them so as to best serve the interests of the citizens of the City of Colton. <br />15 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON DOES <br />16 HEREBY RESOLVE, DETERMINE AND ORDER as follows: <br />17 SECTION 1: The Recommended Budget for the City of Colton for the Fiscal Year <br />18 commencing July 1, 2016 and ending June 30, 2017 as reflected on Attachment A to this <br />19 resolution is hereby approved and adopted and incorporated herein. <br />20 SECTION 2: The General Fund Transfer (the annual administrative transfer from the <br />21 Electric Utility Fund to the General Fund) shall not exceed 20% of annual Electric Utility <br />22 revenues for Fiscal Year 2016-17. The amount of the transfer will be reviewed annually and set <br />during the annual budget process in accordance with voter approved Measure D. <br />23 <br />SECTION 3: The positions identified in the authorized positions list are hereby <br />24 authorized for funding, and any vacancies are hereby authorized for recruitment and <br />25 appointment in accordance with the City's Personnel System Rules and Regulations. <br />26 SECTION 4: All recitals stated above are true and correct. Staff s presentation and all <br />27 of its attachments and/or other documents distributed to the City Council are also incorporated <br />28 herein by reference, approved and adopted as findings. <br />
