1 energy resources and technologies consistent with existing statutes and <br />2 regulations which promote those resources and technologies; (3) research, <br />3 development and demonstration programs for the public interest to advance <br />4 science or technology which is not adequately provided by competitive and <br />5 regulated markets; (4) services provided for low income electricity customers, <br />6 including but not limited to, targeted energy efficiency services and rate <br />discount; and <br />7 <br />WHEREAS, Synergy Companies currently administers energy savings programs <br />8 for hospitality, small business direct installations with audits, and municipal department <br />9 EE updates. All the EE programs demonstrated positive energy savings in fiscal year <br />10 2015/2016. This fiscal year the Energy Efficiency Division would like to enter into an <br />11 agreement with SCPPA for Synergy Companies to provide residential audits and direct <br />12 installation services as well as renew the SCPPA agreement for hospitality services, small <br />13 business direct installation with audits, and municipal department EE updates; and <br />14 WHEREAS, ARCA Recycling Inc., is a program that delivers energy star <br />15 refrigerators to qualified customers with old inefficient refrigerators over 15 years old. <br />This is a cost share program with the utility. The customer is billed $15 a month for <br />16 <br />twelve consecutive months totaling $180. ARCA takes the old inefficient refrigerator <br />17 from the home and recycles it; and <br />18 WHEREAS, EFI develops software services for an online customer EE catalog. <br />19 EFI developed a customized online web browser -based storefront that will allow qualified <br />20 customers to order energy efficiency products directly from the CED website. The online <br />21 catalog provides LED light bulbs, smart thermostats and energy saving power strips at <br />22 half the costs for residential CED customers; and <br />23 WHEREAS, Resource Action Programs LLC provides an energy saving tool kit <br />24 and student curriculum through the Living Wise Program. City of Colton 6"' grade students <br />can participate at no cost to the school district in energy efficiency and water conservation <br />25 <br />program kits. Currently 4 schools participate in the program with 701 students completing <br />26 the course work. The schools that participate are Woodrow Wilson, William McKinley, <br />27 William G. Jehue, and Ulysses Grant elementary school; and <br />28 <br />
