0 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />City of Colton Resolution No. R-81-16 <br />September 20, 2016 — Page 2 of 4 <br />bounded by La Cadena Drive to the west, Fogg Street to the south and BNSF <br />railroad line to the east, and located at 1070 S La Cadena Drive - APN 0163-273- <br />07 - identified as "Area 9"; <br />3) Proposed change from "Light Industrial' to "Medium Density Residential" for <br />parcel bounded by O Street to the north, Congress Street to the south, the Ninth <br />Street railroad spur line to the west, and Veterans Park to the east, and located at <br />234 E O Street - APN 0163-221-39 - identified as "Area 10a"; <br />4) Proposed Change from "Low Density Residential' to "Open Space -Recreation" for <br />parcel bounded by Congress Street to the south, "M-1" zoned property to the west, <br />Veterans Parks to the north, and "R-1" zoned properties to the east, and located at <br />271 E Congress — APN 0163-221-35 - identified as "Area lob"; and <br />WHEREAS, the staff report accompanying this resolution is found to be true, adopted as <br />Findings and incorporated in this resolution; and <br />WHEREAS, on July 12, 2016, the Planning Commission of the City of Colton ("Planning <br />Commission") held a duly noticed public hearing at which time all persons wishing to testify in <br />connection with the project were heard and the project was fully examined; and <br />WHEREAS, the staff report accompanying this resolution is found to be true, adopted as <br />Findings and incorporated in this resolution; and <br />WHEREAS, the Planning Commission directed staff to prepare separate resolutions <br />relating to recommendations on Areas 9, and 10, as described above; and <br />WHEREAS, the Planning Commission, following the conclusion of said hearing, the <br />Planning Commission adopted Resolution No. R-22-16, relating to Area 8, as described above; and <br />adopted Resolution 27-16 relating to Areas 9 and 10; and <br />WHEREAS, the Planning Commission recommended approval of the project, as original <br />described, except for the proposed changes to Areas 8 and 10a and, instead, recommended that the <br />designations for these areas remain unchanged; and <br />WHEREAS, pursuant to the Guidelines for the California Environmental Quality Act <br />("CEQA"), an Initial Study prepared to assess environmental impacts of the project has determined <br />that the project would not create any significant adverse impacts on the environment and, therefore, <br />a Negative Declaration (ND) has been prepared, and <br />WHEREAS, on September 20, 2016 (continued from August 2, 2016 & August 16, 2016), <br />the City Council of the City of Colton ("City Council') held a duly noticed public hearing at which <br />time all persons wishing to testify in connection with the application were heard and the application <br />was comprehensively reviewed; and <br />WHEREAS, all other legal prerequisites to the adoption of this Resolution have occurred. <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF THE <br />-2- <br />
