2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />11C <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />171,11] R81I(1W8Z11a �aKWW <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA, FOR THE APPROVAL OF PROFESSIONAL SERVICE <br />AGREEMENTS WITH SYNERGY COMPANIES AND ENERGY FEDERATION <br />INCORPORATED FOR ENERGY EFFICIENCY PROGRAMS <br />WHEREAS, It is recommended that the City Council approve the participation, in <br />Professional Services Agreements, between Southern California Public Power Authority <br />(SCPPA), Synergy Companies and Energy Federation Incorporated (EFI), to participate in <br />Energy Efficiency programs for residential and commercial customers and authorize the City <br />manager to execute the letters of participation with SCPPA; and <br />WHEREAS, SCPPA is a Joint Powers Authority, formed in 1980 under the Joint <br />Exercise of Powers Act of the California Legislature. The City of Colton is one of eleven <br />municipal utilities and one irrigation district that make up the members of SCPPA. Over the <br />years, SCPPA's role has evolved from generation and transmission acquisition, to include <br />legislative advocacy and cooperative efforts to reduce member costs and improve efficiency; <br />and <br />WHEREAS, As a SCPPA member, the City of Colton has the benefit of participating <br />in Professional Services Agreements that SCPPA executes at the request of, and on the behalf <br />of, its members. The Electric Department participates in SCPPA's Public Benefit Committee <br />where activities include the preparation of a State required annual report which details the use <br />of public benefit funds, and the exchange of information regarding energy efficiency, renewable <br />energy, low-income, research and development programs; and <br />WHEREAS, California Assembly Bill 1890 requires municipal electric utilities to <br />collect revenues for the following Public Benefit Programs: <br />Cost effective demand side management services to promote energy efficiency and <br />energy conservation; (2) new investments in renewable energy resources and technologies <br />consistent with existing statutes and regulations which promote those resources and <br />technologies; (3) research, development and demonstration programs for the public interest to <br />advance science or technology which is not adequately provided by competitive and regulated <br />markets; (4) services provided for low income electricity customers, including but not limited <br />to, targeted energy efficiency services and rate discounts; and <br />WHEREAS, Synergy Companies was piloted for a hospitality program that resulted in <br />positive energy savings for the Rodeway Inn in FY2014/2015. This fiscal year the Energy <br />Efficiency Division would like to expand the program for hospitality and use Synergy <br />Companies to do additional small business EE audits, and municipal department EE updates; <br />and <br />WHEREAS, EFI develops software services for an online customer EE catalog. EFI <br />will develop a customized online web browser -based storefront that will allow qualified <br />
