R-100-14 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON CERTIFYING THE ENVIRONMENTAL <br />IMPACT REPORT (SCH #20080411067) PREPARED FOR <br />COLTON'S HUB CITY CENTRE SPECIFIC PLAN, <br />ADOPTING THE CEQA FINDINGS AND STATEMENT OF <br />OVERRIDING CONSIDERATIONS, AND ADOPTING A <br />MITIGATION MONITORING AND REPORTING <br />PROGRAM. <br />WHEREAS, the City of Colton ("City") has completed an amendment to the West Valley <br />Specific Plan ("project"), to establish a new vision, land uses, development standards and design <br />criteria to guide growth and development in the City's West Valley area; and <br />WHEREAS, the project replaces the previous West Valley Specific Plan in its entirety, <br />and renames it to "Colton's Hub City Centre Specific Plan;" and <br />WHEREAS, pursuant to the California Environmental Quality Act (Pub. Res. Code §§ <br />21000 et seq.) ("CEQA"), and the State CEQA Guidelines (14 Cal. Code Regs. §§ 15000 et seq.) <br />the City determined that an Environmental Impact Report ("EIR") should be prepared pursuant to <br />CEQA in order to analyze all potential adverse environmental impacts of the project; and <br />WHEREAS, the City issued a Notice of Preparation ("NOP") of a Draft EIR on or about <br />April 11, 2009, and circulated it for a period of 30 days pursuant to State CEQA Guidelines <br />sections 15082, subdivision (a) and 15375; and <br />WHEREAS, the City solicited comments from potential responsible and trustee agencies <br />and members of the public; and <br />WHEREAS, the City received written comments in response to the NOP, which assisted <br />the City in narrowing the issues and alternatives for analysis in the Draft EIR; and <br />WHEREAS, on or about September 22, 2009, the City initiated a 45 -day public review <br />period by filing a Notice of Completion and Availability with the State Office of Planning and <br />Research ("State Clearinghouse") and releasing a Draft EIR for public review and comment; and <br />WHEREAS, on or about May 27, 2014, the City initiated a second 45 -day public review <br />period by filing a Notice of Completion and Availability with the State Office of Planning and <br />Research ("State Clearinghouse") and releasing a revised Draft EIR for public review and <br />comment; and <br />WHEREAS, pursuant to CEQA Guidelines section 15086, the City consulted with and <br />requested comments from all responsible and trustee agencies, other regulatory agencies, and the <br />public during the second 45 -day comment period initiated on or about May 27, 2014; and <br />WHEREAS, the City received written comments during the second public review period <br />for the Draft EIR; and <br />
