R-116-14 <br />A RESOLUTION OF THE CITY OF COLTON CITY COUNCIL <br />APPROVING ENVIRONMENTAL CONSULTANTS PRE- <br />QUALIFIED TO PROVIDE CEQA AND NEPA SERVICES FOR <br />THE CITY. <br />WHEREAS, California CEQA Guidelines Sections 15050-15051 designate the lead <br />agency that carries out or approves a project as the responsible party to prepare, or to have <br />prepared, an EIR or Negative Declaration for a project; and <br />WHEREAS, as lead agency for projects carried out or approved by the City, the City of <br />Colton will benefit having a list of pre -qualified consultants to prepare environmental documents <br />pursuant to CEQA and NEPA; and <br />WHEREAS, pre -qualified consultants will assist the City by facilitating a streamlined <br />contracting process and by ensuring high quality environmental documents; and <br />WHEREAS, a Request for Qualifications ("RFQ") to establish a list of pre -qualified <br />environmental consultants was sent to 29 consulting firms on September 30, 2014; and <br />WHEREAS, nine consulting firms submitted Statements of Qualifications which were <br />evaluated and rated by City staff. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF COLTON: <br />SECTION 1. The City Council, in accordance with the California Environmental Quality <br />Act (CEQA), finds that establishment of a list of pre -qualified consultants is not a project <br />pursuant to CEQA Guidelines Section 15378. <br />SECTION 2. Based upon the findings set forth herein, the City Council hereby approves <br />the pre -qualified environmental consultants, Exhibit A attached hereto. The pre -qualified <br />consultants shall provide exclusive CEQA and NEPA services to the City from January 1, 2015 to <br />December 31, 2017, authorizing the City Manager to approve a one-year extension. <br />
