Based upon the findings set forth herein, the City Council hereby approves <br />the Housing Element Update. The City Manager shall transmit the adopted Housing Element <br />Update to the California Department of Housing and Community Development ("HCD") for <br />review pursuant to Government Code S 65585(g). The City Manager, in consultation with the <br />City Attorney, is further directed to make any clerical or technical changes to the adopted element <br />as necessary to obtain a finding of substantial compliance from HCD. <br />SECTION 4.
