The Recitals set forth above are true and correct and are incorporated <br />herein by reference. <br />SECTION 2. Based on the entire record before the City Council, all written and oral <br />evidence presented, and the findings made in this Resolution, the City Council hereby denies <br />the Appeal and upholds the decision of the Planning Commission denying the Application. <br />SECTION 3. Based on the entire record before the City Council and all written and <br />oral evidence presented, and grounds required for revocation of conditional use permit <br />established by Title 18 (Zoning Ordinance), Section 18.58.080 (Revocation of Land Use <br />Entitlements), the City Council hereby finds as follows grounds for revocation: <br />SECTION 4. The City Council of the City of Colton, in accordance with the California <br />Environmental Quality Act (CEQA) and the City's CEQA Guidelines, has found that the <br />denial of the project is exempt from the requirements of the California Environmental Quality <br />Act (CEQA) per CEQA Guidelines Section 15321, Enforcement Actions by Regulatory <br />Agencies, which exempts enforcement actions taken by a permitting agency, including <br />revoking a use permit due to violations of the operational conditions of said permit by an <br />applicant. <br />SECTION 5. The City Clerk shall certify to the adoption of this Resolution. <br />SECTION 6.
