This is due to potential vehicle hazards to pedestrians walking <br />to/from school and the park. The City Council took into consideration the <br />neighborhood public testimony, petition and letters with general reasons why they <br />are in opposition of the project. In addition, the aesthetics of the neighborhood <br />will be negatively impacted because of the high screening necessary to screen the <br />outdoor storage of steel frames, aluminum frames, wood material and other metal <br />construction material from Congress Street. <br />B. The Colton General Plan Land Use Principles and Standards #C.3 — "Industrial": <br />Light—Industrial activities within established sections of Colton need to be limited <br />in their effects on surrounding residential environments and should provide a <br />buffer from heavy industrial activities. <br />The proposed contractor's storage yard will deliver and pick-up metal, aluminum, <br />and wood materials that will potentially result in long-term noise and truck traffic <br />impacts, which will render the proposed use incompatible with existing single- <br />family residential neighborhood abutting east of the subject property. <br />In addition, the proposed contractors' storage yard will require a number of <br />industrial vehicles and two to three different truck types that will generate noise. <br />Furthermore, the increased traffic will contribute to the deterioration of East <br />Congress Street's roadbed, which is the primary access for the adjacent single- <br />family neighborhood. The City Council has determined that 27 daily trip ends <br />would substantially negatively impact the neighborhood's existing traffic levels, <br />therefore, causing an increase in accident potential and risks to children and <br />residents walking in the neighborhood and to Woodrow Wilson Elementary <br />School and to Veterans Memorial Park. Further, the City Council took into <br />consideration the opposition raised during public testimony and petition/letters <br />submitted in opposition of the project. <br />C. The Colton General Plan Circulation Policy 1.5 — Safe Convenient and Efficient <br />Transportation System: "Logically relate local street patterns to overall network <br />of arterial and collector streets as provided for the Circulation Network. <br />Driveway entrances onto surround arterial, secondary and major streets should be <br />restricted when practical, and through traffic on interior residential streets should <br />be minimized." <br />The City Council heard testimony from the public opposing the project because <br />the potential daily semi -truck and flatbed truck traffic on an existing deteriorating <br />street going through an existing single family residential neighborhood would <br />increase potential conflicts between pedestrians, specifically children walking to <br />Woodrow Wilson Elementary School and existing public park facilities. The <br />elementary school and park are located within 50 feet and 630 feet, respectively, <br />to the west and north of the subject property.
