R-72-14 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />APPROVING AND ADOPTING THE ANNUAL GANN LIMIT FOR THE FISCAL <br />YEAR 2014-15 <br />WHEREAS, the voters of California, on November 6, 1979, added Article XIII -B to <br />the State Constitution placing various limitations on the appropriations of the state and local <br />governments; and <br />WHEREAS, Article XIII -B provides that the appropriations limit for the Fiscal Year <br />2014-15 is calculated by adjusting the base year appropriations of Fiscal Year 1978-79 for <br />changes in the cost of living and population; and <br />WHEREAS, the City of Colton has complied with all the provisions of Article XIII -B <br />in determining the appropriations limit for Fiscal Year 2014-15 utilizing the County <br />population index; and <br />WHEREAS, the City of Colton must make the necessary determinations regarding <br />the use of a cost -of -living index change and the population index change beginning in 2014- <br />15; <br />NOW, THEREFORE, BE IT RESOLVED that the appropriations limit for Fiscal <br />Year 2014-15 shall be $65,027,597 for the City of Colton as reflected in Schedules A and B, <br />and; <br />BE IT FURTHER RESOLVED, that for the Fiscal Year 2014-15, the City of Colton <br />selects the California percentage change in per capita income as its cost -of -living index <br />change as determined by the California State Department of Finance and that the City of <br />Colton selects the population index change for the County as a whole instead of the change in <br />City population as its population index change. <br />PASSED, APPROVED AND ADOPTED this 15`x' day of July, 2014. <br />ATTEST: <br />SABDISANCHEZ <br />Chief Deputy City Clerk <br />
