R-22-13 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA, AUTHORIZING THE ACCEPTANCE OF THE COLTON LOMA LINDA <br />RESOURCE SHARING AGREEMENT <br />WHEREAS: Both Colton and Loma Linda maintain, as part of their municipal services, <br />organized and equipped Fire Departments, charged with the duty of fire protection, rescue, <br />emergency medical care and other emergency services within their respective jurisdictions; and <br />WHEREAS: Colton and Loma Linda have long participated in automatic aid agreements <br />whereby fire apparatus and personnel routinely respond to each of the Parties' respective <br />jurisdictions. The personnel of both Parties' Fire Departments have also participated in joint <br />training programs and have worked together in emergency situations for many years; and <br />WHEREAS: Colton and Loma Linda have explored the possibility of combining certain <br />aspects of each fire department in order to take advantage of fiscal and operational efficiencies, <br />while maintaining or enhancing service levels to both communities; and <br />WHEREAS: On November 5, 2011, the Parties entered into that certain "Battalion Chief <br />Sharing Agreement", whereby each Fire Department began regularly sharing battalion chiefs <br />during certain work shifts to combine management responsibilities in a more efficient way; and <br />WHEREAS: Due to the success of the current program, the Parties now desire to expand <br />the scope of cooperation between them by regularly sharing Fire Department battalion chiefs, <br />captains, engineers, firefighter paramedics, and other staff positions during certain work shifts. <br />Additionally, Colton will provide the services of a paramedic engine to Loma Linda under details <br />outlined in the "Operational Sharing Plan". Personnel who operate under the Operational Sharing <br />Plan will be responsible to perform their functions as outlined in the Parties' job descriptions for <br />each rank. <br />
