R-74-13 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA AMENDING THE AUTHORIZED POSITIONS LISTING <br />AND SALARY TABLE AND ALLOW CURRENT CONTRACT FOR <br />BUILDING OFFICIAL, PLAN CHECK AND INSPECTION SERVICES <br />TO CONTINUE ON A MONTH TO MONTH BASIS TO INITIATE <br />HIRING OF PERMANENT CITY STAFF TO PROVIDE IN-HOUSE <br />BUILDING SERVICES <br />WHEREAS, the City Manager of the City of Colton has performed an analysis of <br />continuing the outsourcing of its building inspection and plans check services verses allocating <br />additional staff to the Development Services Department; <br />WHEREAS, the City requested proposals and bids from its current contractor and other <br />interested contractors to provide said services, and <br />WHEREAS, after a thorough review of the proposals and bids, the City Manager has <br />determined that it is more efficient and cost effective to authorize and allocate additional staff to <br />the Development Services Department. The City Manager has determined that sufficient <br />funding exists within the Development Services Department to absorb these costs; and <br />WHEREAS, if it becomes necessary due to budget costs, staff will return at mid -year <br />with a list of itemized costs to address vehicles, office equipment, communications (i.e., <br />phones), code purchases/updates and training/certification needs as part of initiating the hiring <br />process for permanent City staff to provide building services in-house. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON <br />DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: <br />SECTION 1: The authorized positions and salary table be amended to include one <br />full-time Building Official as described on Attachment A to this resolution. An additional <br />allocation of one part-time Building Inspector is also authorized. <br />SECTION 2: The Building Official represents a new classification that will be added <br />to the City's classification listing and salary table. The Building Inspector is an existing <br />classification and is included in the current salary table. <br />SECTION 3. The following positions are hereby authorized for funding: <br />• One Building Official (full-time) <br />• One Building Inspector II (part-time) <br />SECTION 4. The City Clerk shall certify to the adoption of this Resolution. <br />
