R-80-13 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA TO ADOPT 1) THE MEASURE I CAPITAL IMPROVEMENT <br />PROGRAM FOR FY 2013/2014 THROUGH 2017/2018 AND 2) EXPENDITURE <br />STRATEGY PLAN. <br />WHEREAS, the City of Colton is a municipal corporation duly organized and <br />existing pursuant to the Constitution and laws of the State of California ("City"); <br />WHEREAS, San Bernardino County voters approved the passage of Measure 11990- <br />2010 in November 1989, and renewed as Measure 12010-2040 in November 2004, authorizing <br />San Bernardino Associated Governments (SANBAG), acting as the San Bernardino County <br />Transportation Authority, to impose a one-half of one percent retail transactions and use tax <br />applicable in the incorporated and unincorporated territory of the County of San Bernardino; <br />and <br />WHEREAS, revenue from the tax can only be used for transportation improvement <br />and traffic management programs authorized in the Expenditure Plans set forth in Ordinance <br />No. 89-1 of the San Bernardino County Transportation Authority; and <br />WHEREAS, Expenditure Plans of the San Bernardino County Transportation <br />Authority Ordinance No. 89-1 require each local jurisdiction receiving revenue from the tax to <br />expend those funds pursuant to a Capital Improvement Program and an Expenditure Strategy <br />Plan adopted by resolution of the local jurisdiction; and <br />WHEREAS, Expenditure Plans of the San Bernardino County Transportation <br />Authority Ordinance No. 89-1 also require that each local jurisdiction annually adopt and <br />update its Capital Improvement Plans. <br />
