R-17-12 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, AUTHORIZING <br />THE SUBMITTAL OF ONE APPLICATION FOR GRANT FUNDS FROM THE 2012/13 <br />STATE BICYCLE TRANSPORTATION ACCOUNT. <br />WHEREAS, the Streets and Highways Code, Bicycle Transportation Account provides <br />funds for grants to local agencies for projects that improve safety and convenience for bicycle <br />commuters; and <br />WHEREAS, the State of California Department of Transportation (Caltrans), Bicycle <br />Facilities Unit, has the responsibility for the administration of the program within the State, setting up <br />necessary procedures governing project applications under the program; and <br />WHEREAS, the City proposes to complete an important project that is included in the San <br />Bernardino County Non Motorized Transportation Plan adopted by the City in June 2011; and <br />WHEREAS, the City of Colton, if selected, will enter into an agreement with the State of <br />California to complete the project; and <br />WHEREAS, Measure I funds will be available for matching funds and can if awarded be <br />programmed in the 2012/2013 Fiscal Year Capital Improvement Program; and <br />WHEREAS, all contracts relating to the application for State Bicycle Transportation <br />Account Grant Funds shall be approved by the City Attorney. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Colton <br />hereby; <br />1. Certifies that the Citywide Bike Lane Improvement Project is part of City of Colton <br />General Plan — Bicycle Circulation Component and San Bernardino County Non - <br />Motorized Transportation Plan; and <br />2. Approves the filing of one application for the State Bicycle Transportation Account <br />(BTA) for grant assistance; and <br />3. Certifies that the City of Colton has or will have available matching funds prior to <br />commencement of any work on the project included in this application, sufficient funds <br />to operate and maintain the projects; and <br />4. Appoints the City Manager, as agent of the City of Colton to conduct all negotiations, <br />execute and submit all documents, including, but not limited to applications, <br />agreements, amendments, payment requests and so on, which may be necessary for the <br />completion of the aforementioned projects; and <br />5.
