I RESOLUTION NO. R-27-12 <br />2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />APPROVING AND ADOPTING THE ANNUAL GANN <br />3 LIMIT FOR THE FISCAL YEAR 2012-13 <br />4 WHEREAS, the voters of California, on November 6, 1979, added <br />5 Article XIII-B to the State Constitution placing various limitations on the <br />6 appropriations of the state and local governments; and <br />7 WHEREAS, Article XIII-B provides that the appropriations limit for <br />g the Fiscal Year 2011-12 is calculated by adjusting the base year appropriations of <br />9 Fiscal Year 1978-79 for changes in the cost of living and population; and <br />10 WHEREAS, the City of Colton has complied with all the provisions of <br />11 Article XIII-B in determining the appropriations limit for Fiscal Year 2012-13 utilizing <br />the County population index; and <br />12 <br />WHEREAS, the City of Colton must make the necessary <br />13 determinations regarding the use of a cost-of-living g g g index change and the population <br />14 index change beginning in 2012-13; <br />15 NOW, THEREFORE, BE IT RESOLVED that the appropriations <br />16 limit for Fiscal Year 2012-13 shall be $61,004,535 for the City of Colton as reflected <br />17 in Schedules A and B, and; <br />18 BE IT FURTHER RESOLVED, that for the Fiscal Year 2012-13, the <br />19 City <br />20 <br />of Colton selects the California percentage change in per capita income as its cost-of- <br />21 living index change as determined by the California State Department of Finance and <br />that the City of Colton selects the population index change for the County as a whole <br />22 instead of the change in City population as its population index change. <br />23 <br />24 PASSED, APPROVED AND ADOPTED this 19a' day of June, 2012. <br />25 Q 0A.-Il <br />Sarahe& Zamora, M <br />26 <br />ATTEST: <br />27 <br />28 Eileen C.
