L <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />WHEREAS, the City must authorize participation in the mandatory C&T <br />Program, designate representatives authorized to participate in the CARB GHG <br />Reduction Programs, including the C&T Program and to take such necessary actions to <br />purchase, trade and/or sell carbon allowances and carbon offsets in the auctions and/or <br />secondary markets on behalf of the Colton Electric Department, and establish the <br />necessary bank accounts and lines of credit designated by CARB to operate in the <br />auction; and <br />WHEREAS, in addition to meeting the GHG reduction obligations, the City of <br />Colton Electric Department requires the procurement of Congestion Revenue Rights <br />(CRRs) from the CRR markets in order to manage its hourly transmission costs and to <br />avoid high congestion costs on the CAISO controlled grid; and <br />WHEREAS, the City of Colton Electric Department has been allocated some <br />CRRs, but it does not have sufficient CRRs to cover high congestion periods; and <br />WHEREAS, the State of California has adopted Senate Bill SB 2 requiring Load <br />Serving Entities (LSEs) to meet specific renewable energy standards; and <br />WHEREAS, on December 20, 2011, the Colton City Council adopted <br />Resolution R-103-11 to establish a Renewable Portfolio Standard (RPS) in compliance <br />with SB 2; and <br />WHEREAS, SB 2 allows utilities to purchase and sell Renewable Energy <br />Credits (RECs) to help meet its RPS mandates through the Western Renewable Energy <br />Generation Information System (WREGIS); and <br />WHEREAS, the City Council must take action to authorize the Colton Electric <br />Department to participate in the REC markets, and designate an authorized <br />representative to act on behalf of the Colton Electric Department; <br />
