R-50-12 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON TO AMEND <br />THE FISCAL YEAR 2012/2013 CAPITAL IMPROVEMENT BUDGET TO <br />APPROPRIATE $2,775,000, FOR THE LA CADENA DRIVE OVER SANTA ANA <br />RIVER BRIDGE REPLACEMENT PROJECT FROM MEASURE I - CAPITAL <br />PROJECT NEEDS ANALYSIS AND HIGHWAY BRIDGE PROGRAM FUNDS. <br />WHEREAS, the City of Colton has received Caltrans Highway Bridge Program <br />(HBP) and Measure I Capital Project Needs Analysis (CPNA) Valley Street and Freeway <br />Interchange Program funding for the La Cadena Drive Over Santa Ana River Bridge <br />Replacement Project); and <br />WHEREAS, SAFETEA-LU 23 U.S.C. 144(d) made States eligible to use Federal <br />Highway Bridge Program Funds; and <br />WHEREAS, Through the HBP, Caltrans issues grants to owners of local bridges for <br />replacement of structurally deficient or functionally obsolete bridges. The City of Colton will <br />be completely reimbursed for the engineering design/environmental assessment phase of the <br />project, with a Caltrans Highway Bridge Program grant providing 88.53% of the funding and <br />the 11.47% local match being provided by the Measure I, CPNA Valley Street and Freeway <br />Interchange Program funding; and <br />WHEREAS: The CPNA: A five-year plan of capital project needs for each program <br />included in the San Bernardino Associated Government San Bernardino Valley Expenditure <br />Plan. <br />WHEREAS: On December 20, 2011, the City Council adopted R-102-11 approving <br />the FY 2012/13 —2016/17 CPNA to SANBAG for the Valley Street and Freeway Interchange <br />Program; and <br />WHEREAS, Funds expended by the City for eligible and approved costs are <br />reimbursable through the HBP program and Measure I CPNA Valley Street and Freeway <br />
