RESOLUTION NO. R-50-12 <br />1 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON TO AMEND THE <br />2 FISCAL YEAR 2012/2013 CAPITAL IMPROVEMENT BUDGET TO APPROPRIATE <br />$2,775,000, FOR THE LA CADENA DRIVE OVER SANTA ANA RIVER BRIDGE <br />3 REPLACEMENT PROJECT FROM MEASURE I - CAPITAL PROJECT NEEDS <br />ANALYSIS AND HIGHWAY BRIDGE PROGRAM FUNDS. <br />4 <br />5 WHEREAS, the City of Colton has received Caltrans Highway Bridge Program (HBP) and <br />6 <br />Measure I Capital Project Needs Analysis (CPNA) Valley Street and Freeway Interchange Program <br />7 <br />funding for the La Cadena Drive Over Santa Ana River Bridge Replacement Project); and <br />8 <br />9 WHEREAS, SAFETEA-LU 23 U.S.C. 144(d) made States eligible to use Federal Highway <br />10 Bridge Program Funds; and <br />11 WHEREAS, Through the HBP, Caltrans issues grants to owners of local bridges for <br />12 replacement of structurally deficient or functionally obsolete bridges. The City of Colton will be <br />13 completely reimbursed for the engineering design/environmental assessment phase of the project, with <br />14 a Caltrans Highway Bridge Program grant providing 88.53% of the funding and the 11.47% local <br />15 match being provided by the Measure I, CPNA Valley Street and Freeway Interchange Program <br />16 funding; and <br />17 <br />WHEREAS: The CPNA: A five-year plan of capital project needs for each program included <br />18 <br />in the San Bernardino Associated Government San Bernardino Valley Expenditure Plan. <br />19 <br />20 WHEREAS: On December 20, 2011, the City Council adopted R-102-11 approving the FY <br />21 2012/13 —2016/17 CPNA to SANBAG for the Valley Street and Freeway Interchange Program; and <br />22 WHEREAS, Funds expended by the City for eligible and approved costs are reimbursable <br />23 through the HBP program and Measure I CPNA Valley Street and Freeway Interchange Program funds <br />24 for the La Cadena Drive Over Santa Ana River Bridge Replacement Project; and <br />25 WHEREAS, a budget appropriation for approved activities, not listed in the 2012-2013 Fiscal <br />26 Year budget is required and must be approved by resolution of the City Council. <br />27 NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY <br />28 <br />OF COLTON DOES HEREBY RESOLVE AS FOLLOWS: <br />Section 1 The Recital preceeding in this Resolution are true and correct and are <br />
