2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />WHEREAS, the City has determined that, pursuant to Title 14 California Code of <br />Regulations Section 15378(b)(5), the action taken in this Resolution does not constitute a <br />"project" subject to the California Environmental Quality Act (Public Resources Code <br />Sections 21000, et seq.) ("CEQA") and is exempt from environmental review under CEQA <br />because the action is in the nature of administrative activities of government that will not <br />result in direct or indirect physical changes in the environment. <br />that: <br />NOW THEREFORE BE IT RESOLVED by the City Council of the City of Colton <br />1. The City of Colton strongly supports the State of California's Enterprise Zone <br />program (Program), and the San Bernardino Valley Enterprise Zone. <br />2. The City of Colton is formally in strong OPPOSITION to any changes to the <br />Program that would make it more difficult for businesses to receive benefits by <br />locating within those Enterprise Zones. <br />3.
