1 RESOLUTION NO. R-65-11 <br />2 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />3 CALIFORNIA TO ADOPT 1) THE MEASURE "I" CAPITAL IMPROVEMENT <br />PROGRAM FOR FY 2011/2012 THROUGH 2015/2016 AND 2) EXPENDITURE <br />4 STRATEGY PLAN. <br />5 WHEREAS, the City of Colton is a municipal corporation duly organized and <br />6 <br />existing pursuant to the Constitution and laws of the State of California ("City"); <br />7 <br />8 WHEREAS, San Bernardino County voters approved passage of Measure I <br />9 1990-2010 in November 1989 and renewed as Measure 12010-2040 in November 2004 <br />10 authorizing San Bernardino Associated Governments, acting as the San Bernardino <br />11 County Transportation Authority, to impose a one-half of one percent retail transactions <br />12 <br />and use tax applicable in the incorporated and unincorporated territory of the County of <br />13 <br />14 San Bernardino, and <br />15 WHEREAS, revenue from the tax can only be used for transportation <br />16 improvement and traffic management programs authorized in the Expenditure Plans set <br />17 forth in Ordinance No. 89-1 and 04-1 of the Authority; and <br />18 <br />WHEREAS, Expenditure Plans of the Ordinance require each local jurisdiction <br />19 <br />20 receiving revenue from the tax to expend those funds pursuant to a Capital Improvement <br />21 Program and an Expenditure Strategy Plan adopted by resolution of the local <br />22 jurisdiction; and <br />23 WHEREAS, Expenditure Plans of the Ordinance also require that each local <br />24 <br />jurisdiction annually adopt and update its Capital Improvement Plans; <br />25 <br />26 <br />27 <br />28 /// <br />
