The Planning Commission May periodically review any Conditional Use Permit or Minor <br />Conditional Use Permit to ensure that it is being operated in a manner consistent with <br />conditions of Approval or in a manner which is not detrimental to the public health, safety or <br />welfare, or Materially injurious to Properties in the vicinity. If, after review, the Commission <br />deems that there is sufficient evidence to warrant a full examination, then a Public Hearing <br />date Shall be set. <br />SECTION 5. If any sentence, clause or phrase of this Ordinance is for any reason held to <br />be unconstitutional or otherwise invalid, such decisions shall not affect the validity of the remaining <br />provisions of this Ordinance. <br />SECTION 6. The City Council hereby finds and determines that it can be seen with <br />certainty that there is no possibility that this Ordinance may have a significant adverse effect on the <br />environment. Thus, the adoption of this Ordinance is exempt from the requirements of the <br />California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA <br />Guidelines. <br />SECTION 9. Certification/Publication. The City Clerk shall certify to the passage of the <br />Ordinance and cause the same or a summary thereof to be published within fifteen (15) days after <br />adoption in a newspaper of general circulation published and circulated in the City of Colton. <br />SECTION 10.
