(FILE INDEX NO. DAP -001-277) <br />WHEREAS, local governments are authorized by Section 65350 of California Government <br />Code et sea to prepare, adopt and amend general plans, and by Government Code Section 65800 et <br />sec to prepare, adopt, and amend zoning ordinance which is consistent with the general plan; and <br />WHEREAS, comprehensive updates to the Land Use Element, Housing Element, and <br />Circulation ("Mobility") Element of the City of Colton General Plan (hereinafter "General Plan <br />Update") were initiated and prepared by the City of Colton; and <br />WHEREAS, on August 20, 2013, the City Council of the City of Colton (hereinafter "City <br />Council") adopted Resolution No. R-61-13 approving the General Plan Update; and <br />WHEREAS, also on August 20, 2013, the City Council adopted Resolution No. R-69-13 <br />providing follow-up direction to staff regarding implementation of the General Plan Update; and <br />WHEREAS, while certain items noted on Resolution No. R-69-13 have been implemented, <br />a city -initiated application for an Amendment to the Zoning Map the reclassification of three <br />industrially zoned areas to other zones (hereinafter "General Plan Update Follow -Up") was initiated <br />as a project (File Index No. DAP -001-277); and <br />WHEREAS, the project was expanded to include Amendments to the Zoning Map and <br />the Zoning Code, initiated as part of another Amendment (File Index No. DAP -001-184), relating <br />to the SDA -O, Sensitive Development Area Overlay, including applying additional properties to <br />the SDA -0 zone and amending Chapter 18.30 of Title 18 of the Colton Municipal Code, pertaining <br />to the SDA -0 zone (hereinafter "SDA Expansion"); and <br />WHEREAS, the Planning Commission of the City of Colton ("Planning Commission") <br />held a public hearing, after giving published notice, on July 12, 2016 to consider recommendations <br />to the City Council of a City -initiated Amendment to the Colton Municipal Code and Amendment <br />to the Official Zoning Map (hereinafter "Text and Map Amendments") for the following: <br />(a) the amendment of Chapter 18.30 of Title 18 (Zoning) of the Colton Municipal Code <br />pertaining to the SDA -O, Sensitive Development Area Overlay, zone, <br />(b) applying the SDA -0 zone, with the underlying zone to remain unchanged, for the <br />following parcels: <br />1) Parcels zoned M-1, Light Industrial, bounded by Ranch Avenue to the west, K Street <br />to the north, M Street to the south, and Third Street to the east, and located at <br />
