To prevent residential neighborhoods and commercial and industrial areas from <br />becoming blighted; <br />2. To ensure adequate maintenance and/or security of commercial, industrial and <br />residential properties; <br />3. To protect citizens from health and safety hazards; and <br />4. To promote the economic stability of the City by maintaining property values. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA DOES ORDAIN AS FOLLOWS: <br />SECTION 1. In order to protect the public the public peace, health and safety, the City <br />Council of the City of Colton finds as follows: <br />A. The Recitals stated above are true and correct and are incorporated herein by <br />reference. <br />B. Based upon the Recitals, the City Council finds it necessary to amend and restate <br />portions of the Colton Municipal Code ("CMC") to adopt measures to preserve the health, safety <br />and welfare of the community. <br />C. All legal prerequisites to the adoption of this Ordinance have occurred. <br />SECTION 2. Portions of Chapter 8.05 of the Colton Municipal Code are hereby amended <br />to read as follows: <br />A.
