DAP -001-184). <br />WHEREAS, on March 3, 2015, the City Council of the City of Colton ("City <br />Council') adopted an ordinance to add and modify Title 18 (Zoning Code); and <br />WHEREAS, on August 20, 2013, the City Council of the City of Colton ("City <br />Council') adopted Resolution No. R-61-13 approving General Plan Amendment for the Land <br />Use Element, Housing Element and Circulation ("Mobility) Element of the General Plan; and <br />WHEREAS, on August 20, 2013, the City Council adopted Resolution No. R-69-13 <br />providing follow-up direction to staff regarding implementation of the General Plan <br />Amendments for the Land Use Element, Housing Element and Circulation ("Mobility) <br />Element of the General Plan; and <br />WHEREAS, on September 23, 2014, the Planning Commission of the City of Colton <br />("Planning Commission") conducted a workshop a duly noticed public hearing pertaining to <br />compact lots and hillside ordinance. The Hillside Ordinance is intended to implement General <br />Plan Policies and City Council direction from Resolution No. R-69-13. The Compact Lots <br />Subdivision Ordinance is intended to facilitate small lots development in the downtown area <br />and high density zones due to increasing interest from developers in building this product <br />type; and <br />WHEREAS, on November 21, 2014, members of the Planning Commission traveled <br />in a van to three sites outside the City limits to review compact lot subdivision projects <br />intended to provide the Planning Commission members with a more tangible example of what <br />a compact lot subdivision project look like from block, street, lot and open space perspectives. <br />WHEREAS, on October 28, November 12, and 25, 2014, the Planning Commission <br />conducted a duly noticed public hearing and recommended that the City Council adopt Zone <br />Text Amendment (File Case No. DAP -001-184) pertaining to compact lots, hillside ordinance <br />and updating various other sections pertaining to definitions, permitted uses, residential, <br />industrial, commercial zones, second units and off-street parking requirements; and <br />WHEREAS, the Land Use Element includes Goal LU -21 pertaining to Pellissier <br />Ranch/La Loma Hills hillside areas to "Create a residential neighborhood in the Pellissier <br />Ranch/La Loma Hills area that consists largely of low-density or clustered residential <br />development, with support neighborhood commercial uses, open space, and compatible uses <br />that complement the natural landscape, the Santa Ana River, and the La Loma Hills" which <br />support the proposed Hillside Development Stan(iards herein. <br />
