1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />ORDINANCE NO. 0-08-14 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON TO <br />APPROVE THE ADOPTION OF THE STATES MODEL FOR THE WATER <br />EFFICIENT LANDSCAPE ORDINANCE AS REQUIRED OF ALL CITIES AND <br />COUNTIES TO EITHER ADOPT THE STATE'S UPDATED MODEL WATER <br />EFFICIENT LANDSCAPE ORDINANCE BY JANUARY 1, 2010, OR ADOPT THEIR <br />OWN WATER EFFICIENT LANDSCAPE ORDINANCE THAT IS AS EFFECTIVE IN <br />CONSERVING WATER AS THE MODEL ORDINANCE. <br />WHEREAS, the State of California required all cities and counties to either adopt <br />the States updated Model Efficient Landscape Ordinance by January 1, 2010 or adopt their own <br />as effective in conserving water as the model ordinance; and, <br />WHEREAS, the State of California requires Cities and Counties who did not <br />adopt their own to default to use the State's Model for the water efficient landscape; and, <br />WHEREAS, the purpose of the Water Efficient Landscape Ordinance is to <br />establish a structure for designing, installing, maintaining and managing water efficient <br />landscapes in new and rehabilitated projects; and, <br />WHEREAS, the ordinance also reduces water use to the lowest practical point <br />while establishing provisions for water management practices and water waste prevention for <br />established landscapes; and, <br />WHEREAS, the Water Efficient Landscape Ordinance also promotes the values <br />and benefits of landscaping while recognizing the need to use water and other resources <br />efficiently. <br />NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON <br />DOES HEREBY ORDAIN AS FOLLOWS: <br />SECTION 1. The City Council of the City of Colton hereby adopts the recitals <br />and findings set forth above and in the agenda report prepared in connection with this Ordinance. <br />§ 490. Purpose. <br />(a) The State Legislature has found: <br />(1) that the waters of the state are of limited supply and are subject to ever <br />increasing demands; <br />(2) that the continuation of California's economic prosperity is dependent on the <br />availability of adequate supplies of water for future uses; <br />(3) that it is the policy of the State to promote the conservation and efficient use <br />of water and to prevent the waste of this valuable resource; <br />(4) that landscapes are essential to the quality of life in California by providing <br />areas for active and passive recreation and as an enhancement to the <br />environment by cleaning air and water, preventing erosion, offering fire <br />23152.08101 \8405361.1 <br />-1- <br />
