The City hereby finds and determines that the above recitals are true and <br />correct and incorporated herein. <br />Section 2. Title 13 of the City of Colton Municipal Code is hereby amended by <br />adding Chapter 13.28, entitled "Water Conservation Plan," to read as follows: <br />13.28.010 INTENT. <br />Pursuant to Article X, section 2 of the California Constitution, the City Council <br />declares that the waters of the State are to be put to maximum beneficial use, that the waste <br />or unreasonable use, or unreasonable method of use of water be prevented, and that the <br />conservation of such water must occur to protect the people and property of the State. This <br />chapter establishes the City of Colton Water Conservation Plan. <br />13.28.020 PURPOSE. <br />The purpose of this chapter is to adopt a water conservation plan that establishes water <br />conservation measures that conserve City water supplies for the greatest public benefit and <br />reduce the quantity of water used by the City's water customers. The Water Conservation <br />Plan is hereby established to extend and preserve the available water resources required for <br />the basic needs of human consumption, sanitation and fire protection. <br />13.28.030 DEFINITIONS. <br />For the purposes of this chapter 13.28, the following words, terms, and phrases shall <br />have the following meanings: <br />"City" means the City of Colton. <br />"City Manager" means the City Manager of the city or his authorized designee. <br />"Customer" means a person who, according to the city's records, receives water service to a <br />parcel of property. <br />"Department" means the City's Water/Wastewater Department. <br />"Director" means the Director of the City Water/Wastewater Department or his authorized <br />designee. <br />"Enforcement Officer" means any individual employed or otherwise charged by the City to <br />inspect or enforce codes, ordinances, mandates, regulations, resolutions, rules or other laws <br />adopted by the City Council or other regulatory bodies. <br />"Notice of Violation" means a notice provided by the City to any person who as violated <br />any provisions of this Chapter 13.28. <br />-3- <br />
