A water shortage emergency includes both <br />an immediate emergency, in which the City is unable to meet current water needs of <br />persons within the City, as well as a threatened water shortage, in which the City <br />determines that its supply cannot meet an increased future demand. The following <br />mandatory conservation measures shall apply during Stage IV: <br />1. All measures listed under Stage I (Section 13.28.080A), Stage II (Section <br />13.28.080B), and Stage III (Section 13.28.080C). <br />2. No potable water shall be used for construction purposes. All constriction meters <br />shall be locked off or removed. <br />3. Commercial nursery customers shall water only on designated irrigation days <br />(based on property address number) between the hours of 11:00 p.m. and 6:00 a.m. <br />and only with a hand-held hose equipped with a positive shutoff nozzle or with a <br />drip infigation system. <br />4. Outdoor irrigation or watering of turf, groundcover, gardens, landscaped areas, <br />trees, shrubs, or other plants shall be prohibited for all other customers. <br />5. The filling, refilling, or adding of water to uncovered swimming or wading pools <br />and spas shall be prohibited at all times. <br />6. The operation of any ornamental fountain or similar structure shall be prohibited. <br />7. The issuance of new water service connections and meters shall be prohibited. <br />8. Washing of vehicles or mobile equipment used for purposes such as garbage <br />collection or transporting foods shall only be allowed when health, safety, and <br />welfare of the public is contingent upon frequent vehicle cleaning, and shall be <br />authorized only pursuant to a permit issued by the Department. <br />9. The use of water shall be limited to essential household, commercial, <br />manufacturing, or processing uses only, except where other uses may be allowed <br />pursuant to a permit issued by the Department. <br />10. Other restrictions may be necessary during a declared Water Shortage Emergency, <br />to safeguard the adequacy of the water supply for domestic, sanitation, fire <br />protection, and environmental requirements. <br />13.28.090 EXEMPTIONS. <br />A.
