2 0 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 development of new higher -density housing that is affordable to lower income households; • Policy H-3.4 — Address the housing needs of special populations and extremely low-income households through emergency shelters, transitional housing, supportive housing, and single -room occupancy units; • Program 11: Mixed Use Development, Objective - Amend the Zoning Code (Title 18) to establish mixed-use development zone and development standards to implement the General Plan mixed-use designations; • Goal H-4 - Provide suitable sites for housing development which can accommodate a range of housing by type, size, location, price, and tenure; • Policy H-4.1 — Implement land use policies that allow for a range of residential densities and products, including low-density single family uses, moderate -density townhomes and higher -density apartments, condominiums, and units in mixed-use developments; • Program 12: Provision of Adequate Sites; • Goal H-5 - Mitigate any potential governmental constraints to housing production and affordability; • Program 14: Update the Colton Zoning Code and Development Standards; • Program 15: Update the Colton Zoning Code and Zoning Map; • Program 16: Zoning Regulations and Initiatives for Extremely Low -Income and Special Needs Housing; • Program 17: Permit Processing; • Program 18: Parking Standards; • Program 20: Fair Housing; and • Program 21: Reasonable Accommodation; SECTION 5. Based on the entire record before the City Council and all written and oral evidence presented to the City Council, the City Council finds the Zone Change (both Zoning Map and Zoning Text Amendment) is consistent with the General Plan of the City of Colton because it reflects the recommended zoning districts and categories consistent with General Plan Update adopted by the City Council on August 20, 2013. SECTION 6. The text of the Zoning Ordinance of the City of Colton (CMC Title 18) is hereby amended to establish new and amended zoning districts and development regulations as described in Exhibit A, attached hereto. SECTION 7. The Zoning Map of the City of Colton is hereby amended to add, change or modify the zoning designations for the properties identified in Exhibit B, attached hereto. SECTION 8. The Zoning Map of the City of Colton is hereby amended to add, change, or modify zoning designations in the attached Official Zoning Map identified in Exhibit C, attached hereto. SECTION 9. If any section, subsection, subdivision, paragraph sentence, clause or phrase of this Urgency Ordinance or any part thereof is for any reason held to be invalid, such invalidity shall not affect the validity of the remaining portion of this Urgency Ordinance or any part hereof. The City Council of the City of Colton hereby declares that it would have passed each section, subsection, subdivision, paragraph sentence, clause or phrase hereof, irrespective of the fact that any one or more sections, subsections, subdivisions, paragraphs, sentences -3-
