The intent is <br />to integrate a project's signs with the design of the structures to <br />achieve a unified architectural statement. A uniform sign program <br />provides a means for defining common sign regulations for multi - <br />tenant projects, to encourage maximum incentive and latitude in the <br />design and display of multiple signs and to achieve, not circumvent, <br />the intent of this title. <br />2. Review Procedure. Review and approval of a uniform sign program <br />is the responsibility of the planning commission. The development <br />services director and/or design review committee may make a <br />recommendation on the program to the commission, and the <br />commission may approve, approve with conditions, or deny the <br />program. Additionally, the planning commission shall be the <br />approving authority for modifications and amendments to uniform <br />sign programs, except that the design review committee may be the <br />approving authority for minor modifications that do not change or <br />modify the intent or conditions of the original approval. The design <br />review committee may elevate the decision to the planning <br />commission. <br />3. Standards. The uniform sign program shall include criteria for <br />building -attached and freestanding signs, including directional <br />signs, for tenants, anchors, and the integrated development itself to <br />establish consistency of sign type, location, logo and/or letter <br />height, lines of copy, illumination, and construction details of signs <br />for the project. All signs within the development shall be consistent <br />with the uniform sign program as the adopted program establishes <br />the sign standards for the development. The message substitution <br />policy of this chapter shall be deemed incorporated in every sign <br />program, even if the sign program documents do not explicitly so <br />state. Maximum size, location, height, setback, and other <br />development standards for signs in the uniform sign program shall <br />be consistent with the standards of this chapter. <br />E. Approving Authority. The designated approving authorities for sign <br />permits, uniform sign programs, and temporary promotional signs are listed <br />in Table 18.50-1. <br />1. Each row of the table lists a specific sign permit by sign type. Each <br />of the designated approving authorities is listed in a column. The <br />symbol in the cell where the rows and columns meet identifies <br />whether the approval authority listed in that column is a <br />recommending body, final decision body, or elevated final decision <br />body for that permit type. For instance, the table identifies the <br />development services director as the final decision body and the <br />design review committee as the elevated final decision body for <br />-9- <br />
