Portable signs shall contain, not necessarily on the sign face, the name and phone <br />number of the business or other nonresidential use and owner of the sign in order to facilitate <br />contact of the owner if the sign is retrieved. <br />f. Portable signs shall be placed in a manner that does not impede safety to the public <br />or create a public nuisance. <br />SECTION 15. Application. This Year -Round Promotional Sign Ordinance shall be <br />applicable City-wide to all properties within the City of Colton including those located within <br />planned communities and specific plans, pursuant to Section 18.32.050 and Section 18.34.070 of <br />the Colton Municipal Code stating that regulations contained in the Municipal Code but not <br />specifically outlined on separate plans shall be applicable to properties within those plans. <br />SECTION 16. CEOA. Due to the limited scale and transitory nature of year-round <br />promotional signs, the City Council hereby finds that there is no possibility that the Year -Round <br />Promotional Sign Ordinance may have a significant adverse effect on the environment. <br />Therefore, the adoption of the Year -Round Promotional Sign Ordinance is exempt from the <br />requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15061 <br />(b)(3) of the CEQA Guidelines. <br />SECTION 17. Invalidity. If any sentence, clause or phrase of this Year -Round <br />Promotional Sign Ordinance is for any reason held to be unconstitutional or otherwise invalid, <br />such decisions shall not affect the validity of the remaining provisions of this Ordinance. <br />SECTION 18. Effective Date. This Year -Round Promotional Sign Ordinance shall <br />become effective thirty (30) days after its adoption in accordance with the provisions of <br />California law ("Effective Date"). This Ordinance shall be in full force and effect for one (1) <br />year following the Effective Date of its adoption, at which time its terms and provisions shall <br />expire and no longer remain in effect. <br />SECTION 19. Certification/Publication. The City Clerk shall certify to the passage of <br />this Year -Round Promotional Sign Ordinance and cause the same or a summary thereof to be <br />published within fifteen (15) days after adoption in the San Bernardino County Sun, a newspaper <br />published and circulated in the City of Colton. <br />PASSED, APPROVED AND ADOPTED this 18th day of October, 2011. <br />Eve 1111.W <br />EILEEN C.
