2020 MARCH 17 CC/CUA/CPFA/CHA MEETING 3 - <br /> <br />MAYOR AND COUNCIL DISCUSSION ITEMS <br /> <br />• Discussion and Possible Direction to Staff Regarding Amendment to the City Council Manual of Procedure <br />(MOP) – <br /> <br />MPT Suchil requested with the consensus of Council the following to be updated in the Council Manual of <br />Procedure: <br /> <br />Agenda Preparation – Authority to Place Items on Agenda <br /> Items of business to be heard in closed session may be submitted by two (2) Councilmembers. <br /> <br />Order of Business – Mayor and Council Oral Reports and Comments <br /> A time of five (5) minutes for each Councilmember to give brief oral reports on items of interest . . . <br /> <br />With full consensus of Councilmembers present Mayor Navarro directed staff to make the recommended <br />changes and return the item for discussion and action by Resolution. <br /> <br />• Discussion and Possible Direction to Staff to Amend the Municipal Code Pertaining to the Retail Sale of <br />Tobacco Products <br />CM González presented for discussion and direction to staff to amend the 1,000 feet radius pertaining to the <br />retail sale of tobacco products; radius should be reduced to 660 feet; as the current businesses that sell tobacco <br />products are located within the 1,000 feet radius of a park, daycare, church, library, youth centers, and <br />recreational facilities; in addition the ordinance should include a grandfather provision. <br /> <br />Public Comment <br />The following community members addressed the Council: Samineil Faneus; Pathir Patel; Yaser Ghreir; <br />Crolzar Singh; <br /> <br />Council Discussion <br />Discussion and discernment by Councilmembers present with response by staff: Director Tomich; conclusion <br />by a consensus and direction by Mayor to staff to evaluate a possible reduction in the radius from 1,000 feet to <br />660 feet for the sale of tobacco products; this should include a further reduction of feet radius taking into <br />consideration the average distance of tobacco business sales located in the City; and reduction should still meet <br />the intent of the adopted ordinance; staff will return with recommendations and action by Council. <br /> <br />*************************************************************************** <br />PUBLIC HEARINGS <br /> <br />(1) Public Hearing - Weed Abatement - TIME AND PLACE FIXED TO CONSIDER A PUBLIC <br />HEARING TO DISCUSS THE CITY’S WEED ABATEMENT PROGRAM. <br /> <br />Mayor Navarro declared the Public Hearing open. <br /> <br />City Clerk Padilla submitted the Notice of Publication of the Public Hearing (on file in the City Clerk’s Office) and <br />there were no reports of protests or objections thereto. <br /> <br /> <br />Staff Presentation <br />Fire Chief Tim McHargue, presented for Council consideration an overview of the agenda item and for Council <br />to (1) Conduct a Public Hearing for those property owners who wish to protest the abatement of weeds on their
