2020 SEPTEMBER 01 CC/CUA/CPFA/CHA MEETING 2 - <br />MPT Suchil presented this item for discussion indicating the City of Colton does not have an ordinance in place <br />regarding campaign contribution limits: AB 571 outlines the following: Prohibits a person, other than a small <br />contributor committee or political party committee, from making any contribution totaling more than $4,700 to <br />any candidate for elective state office other than statewide elective office, and prohibits candidates from <br />accepting a contribution that exceeds that amount. Provides that these limits become effective January 1, 2021; <br />and recommended a possible increase in the amount of $5000 or $6,000. If an ordinance is not in place to <br />increase the amount it remains the same as outlined by the State of California and continues to be the <br />responsibility of FPPC to enforce as outline in the Political Reform Act of the State of California. <br /> <br />Discussion and discernment continued with all Councilmembers present and a consensus at this time to not go <br />forward to change the set amount set by the State of California as it relates to campaign contribution limits. <br /> <br />• Discussion and possible direction to staff regarding the imposition of term limits for elected office in the <br />City of Colton. <br />MPT Suchil presented this item for discussion and outlined the reasoning for change to a term limit for elected <br />office: it would show transparency; encourage change within a reasonable time frame; limit Council term to end <br />after approximately (2) to (3) terms. <br /> <br />Discussion and discernment continued with all Councilmembers present and a consensus at this time for <br />direction to Staff to return at the beginning of the next calendar year with a Staff Report for discussion and <br />possible action relating to term limits for elected office. <br /> <br />*************************************************************************** <br />Public Comment <br />None <br /> <br />*************************************************************************** <br />CONSENT CALENDAR <br />Mayor Navarro presented the Consent Calendar Items 1 through 14. <br /> <br />Councilmembers present selected items for discussion and clarification by staff: CM Woods, Item #6 and Item <br />#13. CM Woods requested a separate vote on Item #6. <br /> <br />Motion and Second by CM González/MPT Suchil to approve Consent Calendar 1 through 14; with Item #6 <br />removed for separate vote. <br />Vote: Unanimous. <br /> <br />(1) Minutes - Approval of Minutes for the City Council Regular Meeting Held on October 6, 2020, on file <br />in the Office of the City Clerk. <br /> <br />(2) Warrants - Approve voucher numbers 188170 to 188308 dated 09/24/2020 and totaling $1,016,138.06; <br />voucher numbers 188309 to 188401 dated 09/29/2020 and totaling $77,450.50; voucher numbers <br />188402 to 188486 dated 10/01/2020 and totaling $962,364.45. <br /> <br />(3) Agreement - Blais & Associates - Approve and Adopt an Agreement with Blais & Associates to Provide <br />Grant Writing Services, RESOLUTION NO.
