2018 OCTOBER 02 CC/SARDA/CUA/CPFA/CHA MEETING 3 - <br /> <br />CM González announce his attendance at the 2018 San Bernardino County Superintendent of Schools State of <br />Education on September 27, 2018; held at the California Theatre of the Performing Arts in San Bernardino, CA. <br /> <br />With no objection from the Councilmembers present, Mayor DeLaRosa brought forward PUBLIC COMMENT. <br /> <br />PUBLIC COMMENT <br />The following community members addressed the Council: Anthony Garcia; Shelly Lyons/Yolanda Martell; <br />Jose Rivera; and Mark Garcia. <br /> <br />APPOINTMENT & RECOGNITION <br />• Certificate of Appointment and Appreciation for Youth Recreation and Parks Commissioner for Daniel <br />Soria-Ochoa and Jesse Valenzuela. <br />CM González presented a Certificate of Appreciation to Jesse Valenzuela as Youth Commissioner on the <br />Recreation and Parks Commission; accepted by Jesse Valenzuela. <br /> <br />CM González submitted the name of Daniel Soria-Ochoa for Youth Commissioner on the Recreation and Parks <br />Commission; consensus by Council; so ratified. <br /> <br />MAYOR AND COUNCIL DISCUSSION ITEMS <br />• Discussion regarding potential support for freeway oriented sign in Downtown Area. <br />Mayor DeLaRosa gave an opening statement as it relates of creating a freeway oriented sign in the downtown <br />area. <br /> <br />CM González presented an overview including background; discussion points; listed six points as it related to <br />the matters of general understanding; and other considerations to take into account. <br /> <br />In conclusion opened the topic for discussion to include support of the idea of a freeway oriented sign with a <br />majority consensus; and provide direction to staff to create a letter to Cal-Trans, stating support of this type of <br />project and a request for ‘declassification’ of the freeway landscaping area: location on 234 W. Valley Blvd just <br />west of P & G Burgers, and across the street from McDonald’s. <br /> <br />Discussion proceeded with comments from each Councilmember present; full consensus with direction to staff: <br />legal counsel provide an informational outline similar to previous support letters from Council: background; <br />issues/analysis; fiscal impact; alternatives; draft letter to Cal-Trans; as to how a support letter to Cal-Trans for a <br />declassification of a freeway landscaping area would obligate the City. <br /> <br />PUBLIC HEARINGS <br />No items. <br /> <br />BUSINESS ITEMS <br />No items. <br /> <br />CONSENT CALENDAR <br /> <br />Mayor DeLaRosa presents the Consent Calendar Items 1 through 6. <br /> <br />Motion and Second by CM Suchil/Navarro to approve Consent Calendar Items 1 through 6. <br />Vote: Unanimous <br /> <br />(1) Minutes – Approval of Minutes for the City Council Regular Meeting Held September 18, 2018 on File
