2018 NOVEMBER 28 ADJ SPEC MTNG JOINT CC/UTILITIES COMMISSION 1 <br />CITY OF COLTON <br />CITY COUNCIL/FOR THE CITY OF COLTON/COLTON UTILITY AUTHORITY/ <br />COLTON PUBLIC FINANCING AUTHORITY AND COLTON HOUSING AUTHORITY <br />ADJOURNED REGULAR MEETING <br />AND JOINT SPECIAL MEETING WITH UTILITIES COMMISSION <br />MINUTES <br /> <br />November 28, 2018 <br /> <br />An Adjourned Regular Meeting and Special Meeting of the City Council of the City of Colton <br />and the Utilities Commission was held at 5:32 p.m. on the above-given date in the Council <br />Chamber of City Hall, located at 650 North La Cadena Drive, Colton, California, Mayor <br />DeLaRosa and Chairperson Michael Razo presiding. Notice of Adjourned Regular/Special <br />Meeting was given on November 26, 2018, in compliance with Government Code Section <br />54956. <br /> <br />CITY COUNCIL ROLL CALL: <br />Councilmembers present were Cisneros, Navarro, González, MPT Woods, and Mayor <br />DeLaRosa. Absent Councilmember Toro and Suchil. Also present were City Manager Smith, <br />Assistant City Attorney Martinez, and City Clerk Padilla. <br /> <br />PLANNING COMMISSION ROLL CALL <br />Commissioners present were Strutz, Nero, and Chairperson Razo. Absent Commissioner <br />Tavakoli-Ahmady and Reyes. <br /> <br />AJOURNED REGULAR JOINT MEETING DISCUSSION ITEMS <br /> <br />(1) SCPPA PSA Mammoth Casa Diablo IV Energy Project – Authorize participation in the <br />Southern California Public Power Authority Power Purchase Agreement, for up to 15 <br />MW of renewable energy, with ORNI 50, LLC; RESOLUTION NO. R-111-18. <br /> <br />Assistant City Attorney Martinez clarified the ability for discussion of the item before Council <br />and lack of quorum of the Utilities Commission; discussion can continue with input by Utility <br />Commissioners present; as the final action on Resolution No. R-111-18 will be by Council only. <br /> <br />Discussion and discernment continued by Councilmembers/Utility Commissioners present with <br />clarification provided by staff: Director Kolk. <br /> <br />PUBLIC COMMENT <br />The following community members addressed the Council: Gary Grossich <br /> <br />Motion and Second by CM Navarro/González to approve and adopt Resolution No. R-111-18. <br />Vote: Motion carried with CM Toro/Suchil absent. <br /> <br />SPECIAL MEETING DISCUSSION ITEMS <br /> <br />(2) Purchase of Sol EverGen Light Systems - Approve the purchase of an additional 20 Sol
