Toro (excused); <br /> <br />CEREMONIAL MATTERS <br />Presentations, Awards, Proclamations <br /> <br />• Recognition – Police Chief Mark Owens <br />Mayor DeLaRosa presented a Proclamation on behalf of the City of Colton Council to Police Chief Mark <br />Owens for 37 years of services (March 1981 thru December 8, 2018); accepted by Chief Owens. <br /> <br />MAYOR AND COUNCIL ITEMS <br /> <br />POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF NOVEMBER <br />20, 2018. <br /> <br />GIFT DISCLOSURES <br />Mayor DeLaRosa asked the members present if there were any agenda items that were a conflict of interest <br />pursuant to CMC Section 2.04.030. None disclosed. <br /> <br />AB 1234 ORAL REPORTS <br />Mayor DeLaRosa asked the members present if there were any brief reports on meetings attended at the <br />expense of the City. (GC Section 53232.3(d). None disclosed. <br /> <br />MAYOR AND COUNCIL DISCUSSION ITEMS <br />• Discussion on limiting fireworks use in high fire hazard areas. <br /> <br />Tim McHargue, City of Colton Fire Chief, presented for Council consensus and possible direction to <br />recommend fireworks restriction in two very high fire hazard severity zones: Reche Canyon Road (Colton City <br />Limit)’ and La Loma Hills (Litton Ave area); with final determination by the Fire Chief of no fireworks to be <br />discharged in any high fire hazard areas within the City. <br /> <br />Discussion concluded with full consensus of councilmembers presented with direction to City Manager Smith <br />in coordination with Fire Chief McHargue to return with an ordinance related to no discharge of fireworks in <br />high fire hazard areas. <br /> <br />PUBLIC HEARINGS <br /> <br />(1) Code Text Clean-Up Amendment (File Index No. DAP-001-504 <br />
