2016 FEBRUARY 16 REG CC/SARDA/CUA/CPFA/CHA MEETING 3 - <br />• Presentation - Recognition for Meritorious Service Medal to the Colton Police Department <br />• Lieutenant Joe Gutierrez <br />• Sergeant Chuck McCann <br />• Sergeant Lou Gamache <br />• Corporal Robert Drey <br />• Corporal Curtis Bayer <br /> <br />Police Chief Mark Owns presented a Meritorious Service Medal to the following recently retired members of <br />the City of Colton Police Department; in addition Mayor DeLaRosa on behalf of the City Council presented a <br />Proclamation Certificate: <br /> <br /> Sergeant Louis Gamache – served January 27, 1992 through December 30, 2015 <br />(In the audience: Wife – Cyndy Gamache) <br /> <br /> Corporal Robert Drey – served October 2, 1989 through December 21, 2015 <br />(In the audience: Wife – Cindy Drey) <br /> <br /> Sergeant Charles McCann – served January 4, 1988 through November 5, 2015 <br />(In the audience: Wife – Cindy McCann; Mother – Lorraine McCann Brother – Joe McCann and his wife Sylvia McCann; and Sister <br />– Sue Kovach) <br /> <br />(Not in attendance: Lieutenant Joe Gutierrez and Corporal Curtis Bayer) <br /> <br />MAYOR AND COUNCIL ITEMS <br /> <br />POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF FEBRUARY <br />16, 2016. <br /> <br />GIFT DISCLOSURES <br />Mayor DeLaRosa asked the members present if there were any agenda items that were a conflict of interest <br />pursuant to CMC Section 2.04.030. None disclosed. <br /> <br />AB 1234 ORAL REPORTS <br />Mayor DeLaRosa asked the members present if there were any brief reports on meetings attended at the <br />expense of the City. (GC Section 53232.3(d). None disclosed. <br /> <br />MAYOR AND COUNCIL INFORMATIONAL ITEMS <br /> <br />• Follow-up agenda item from January 19, 2016 City Council Meeting. Discussion and possible direction <br />to initiate a Youth Leadership Program to consider a phased-in approach, leading up to appointing youth <br />commissioners to all city boards and commissions, in accordance with CMC 2.30.020: Composition of <br />Commissions and Committees. (Oral Report by Council Member, Dr. Luis S. Gonzalez) <br /> <br />Councilmember González referenced direction by Council at the January 19, 2016 Council Meeting to continue <br />discussion with assistance of City Manager Smith as to the facility cost and staff time which would include <br />review of the guidelines outlined for the Colton Youth Board which were previously adopted by Council; and <br />return with a report to Council. CM González concluded his presentation with a Summary/Recommendation to <br />Council to consider supporting the implementation of PHASE 1 of the Youth Leadership Program and with <br />consensus of Council return for approval and adoption of a Resolution adopting the YEAR 1, PHASE 1 of the <br />Youth Leadership Program. <br />
