2016 MAY 11 CC/SARDA/CUA/CPFA/CHA SPECIAL MEETING - 2 - <br />Public Comment <br />The following community members addressed the Council: Jeff Snow; and Cynthia Lozano. <br /> <br />Council Discussion <br /> <br />Main Motion – Brief statement with a Motion and Second by MPT Suchil/CM Navarro to <br />approve staff’s recommendation. <br /> <br />Discussion, dialogue, and discernment between Councilmember’s with clarification provided by <br />staff: City Manager Smith, Utilities Director Kolk. <br /> <br />Subsequent Motion – Motion and Second by Mayor DeLaRosa/CM Jorrin to continue the item to <br />another meeting; formally to postpone temporarily for May 17th; that is in the time frame. <br /> <br />Vote: NO/Navarro, González, MPT Suchil; YES/Jorrin, DeLaRosa; ABSTAIN/Toro; <br />ABSENT/Bennett. <br /> <br />CM Toro entered his vote to Abstain, therefore, was asked to state his possible conflict; CM <br />Toro indicated his vote is to abstain as he has more questions that need to be addressed before he <br />can cast a Yes or No vote. <br /> <br />Asst. City Attorney Martinez informed Council, at the time motion was made it is subject to <br />debate; as there is still additional debate (as indicated by CM Toro); concurrence with City Clerk <br />Padilla to reset the Vote entered. <br /> <br />Continued discussion with clarification provided by staff. <br /> <br />Asst. City Attorney Martinez explained Council had a motion to continue the matter to May 17th; <br />that motion died when it became clear not everyone was prepared to vote; given the fact that we <br />had a motion, if you want to reconsider that motion it would be appropriate to entertain a motion <br />to reconsider the previous vote to revote to continue the matter to May 17th. <br /> <br />Motion to Reconsider – Motion and Second by Mayor DeLaRosa/CM Jorrin to reconsider this to <br />the May 17th. <br /> <br />Vote: Tie Vote/Motion Lost: YES/Toro, Jorrin, and Mayor DeLaRosa; NO/Navarro, González, <br />MPT Suchil; Absent/Bennett. <br /> <br />(Main Motion) <br />Vote: Motion carried to approve staff’s recommendation with YES/Toro, Jorrin, Navarro, <br />González, MPT Suchil; NO/Mayor DeLaRosa; ABSENT/Bennett. <br /> <br />RECESS: 7:30 P.M. <br /> <br />RECONVENED: 7:47 p.m. <br /> <br />(2) Fiscal Year 2016-17 Budget Workshop. <br /> <br />
