2019 OCTOBER 24 CC/SARDA/CUA/CPFA/CHA SPECIAL MEETING - 1 - CITY OF COLTON CITY COUNCIL/COLTON UTILITY AUTHORITY/ COLTON PUBLIC FINANCING AUTHORITY AND COLTON HOUSING AUTHORITY SPECIAL MEETING MINUTES October 24, 2019 A Special Meeting of the City Council of the City of Colton was held at 5:01 p.m. on the above- given date in the Council Chamber of City Hall, located at 650 North La Cadena Drive, Colton, California, Mayor Navarro presiding. Notice of Special Meeting was given on October 23, 2019, in compliance with Government Code Section 54956. CITY COUNCIL ROLL CALL Councilmembers present were Toro (appeared at 5:04 p.m.), Mayor Pro Tem Cisneros, Koperski, González, Woods, and Mayor Navarro; CM Suchil absent/excused. STAFF PRESENT City Manager Smith, City Attorney Campos, and City Clerk Padilla MAYOR AND COUNCIL ITEMS POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF October 24, 2019. GIFT DISCLOSURES Mayor Navarro asked the members present if there were any agenda items that were a conflict of interest pursuant to CMC Section 2.04.030. None disclosed. AB 1234 ORAL REPORTS Mayor Navarro asked the members present if there were any brief reports on meetings attended at the expense of the City. (GC Section 53232.3(d). None disclosed. *************************************************************************** PUBLIC HEARINGS (1) Colton Soccer Park - Adopt MND TIME AND PLACE FIXED TO CONSIDER A PUBLIC HEARING TO APPROVE AND ADOPT MITIGATED NEGATIVE DECLARATION AND MITIGATING MONITORING AND REPORTING PROGRAM FOR THE PROPOSED COLTON COMMUNITY SOCCER PARK, RESOLUTION NO. R-89-19. Mayor Navarro declared the Public Hearing Open. City Clerk Padilla submitted the Affidavit of Publication calling the Public Hearing (on file in the City Clerk’s Office) and there were no reports of protests or objections thereto.
