CITY COUNCIL <br />AND <br />UTILITIES COMMISSION <br />JOINT - ADJOURNED REGULAR MEETING <br />APRIL 10, 1995 <br />In accordance with notice duly and legally given, a Joint Adjourned <br />Regular Meeting of the City Council and the Colton Utilities <br />Commission was held on the above given date at 4:04 P. M., in the <br />Council Chambers of City Hall, Mayor Fulp and Chairperson Jackson <br />presiding. <br />CITY COUNCIL ROLL CALL: <br />Councilmembers present were Hutton, Sandoval, Bennett, Cook, <br />Sanders, Beltran and Mayor Fulp. Also present were City Manager <br />Martinez, City Attorney Biggs and City Clerk Ramos. <br />COLTON UTILITIES COMMISSION: <br />Present were Chairperson Butler and Commissioners Jackson and <br />Warsh. Absent were Commissioners Hines, Kalogonis and Martinez. <br />Chairperson Butler said that Commissioner Pat Martinez had <br />indicated she was resigning from this Commission. It was noted <br />that Mr. Fred Cordova was present but not appointed to the <br />commission at this time. <br />JOINT SESSION <br />1. APPROVAL OF ACTIONS REQUIRED TO COMPLY WITH THE REGIONAL WATER <br />QUALITY CONTROL BOARD'S DIRECTIVES EFFECTING THE CITY'S <br />SECONDARY WASTEWATER TREATMENT FACILITY. <br />There was discussion as to lack of quorum. Chairperson Butler <br />stated that the Utilities Commission had not been notified of <br />tonight's meeting and that today he had asked Commission Secretary <br />Debbie Perez to call the members. He said that most of the <br />commissioners are working people. <br />City Attorney Biggs advised that City Council had adjourned to this <br />date and time and that the Utilities Commission Members present <br />could be allowed to remain in attendance and allowed to have input <br />but not present formal recommendation. <br />Mayor Fulp apologized to Members of the Utilities Commission for <br />the clerical error in not having been provided adequate notice. <br />Water Utilities Manager Lavin reported that on March 21, 1995 the <br />Regional Water Quality Board (RWQCB) required the City to comply <br />with its directive to expand the secondary Wastewater Treatment <br />Plant's capacity as it has exceeded 75% of its 6.4 million gallons <br />
