ORDINANCE NO. 0-4-90 AN ORDINANCE OF THE CITY OF COLTON APPROVING THE GATLIN/BERGER DEVELOPMENTS, INC. DEVELOPMENT AGREEMENT BE IT ORDAINED by the City Council of the City of Colton as follows: Section 1. Findings. The City Council hereby f inds : (i) On May 8, 1990, after publication, posting and mailing of notices thereof as required by law, the Planning Commission of the City of Colton conducted a public hearing on a proposed Development Agreement for approximately 24.78 acres of land located in the portion of the City zoned under the Cooley Ranch Specific Plan and owned by Gatlin/Berger Developments, Inc. (the "Property Owner"), a Louisiana corporation, and recommended to the City Council approval and adoption thereof; (ii) On May 8, 1990, after publication, posting and mailing of notices thereof as required by law, the City Council conducted a public hearing on the proposed Develop- ment Agreement, and received testimony and information from any and all parties; (iii) The proposed Development Agreement is consis- tent with the City's General Plan and the Cooley Ranch Specific Plan;
