Notwithstanding any other provision of this chapter, <br />drinking or consuming alcoholic beverages may be allowed at <br />officially sanctioned special events so long as such drinking or <br />consuming of alcoholic beverages occurs only pursuant to a permit <br />issued in accordance with this section and only in enclosed public <br />places, including without limitation enclosed areas within public <br />parks. Officially sanctioned special events shall be those events <br />sponsored by qualified and insured business, corporate or public <br />entities for which a permit has been issued. The City and the <br />Redevelopment Agency shall at all times be deemed to be a <br />qualified and insured public entity for purposes of this section. <br />Application for a permit to hold an officially sanctioned special <br />event at which alcohol will be served shall be made through the <br />Community Development Department and must be approved by the <br />City Council at a public meeting.
