Annual Franchise Fee. The grantee of any franchise shall pay <br />annually to the city during the life of the franchise a sum equal to five <br />percent of the gross annual receipts of the grantee derived from <br />subscriptions and users within the city. Such payments to be made to the <br />city treasurer." <br />SECTION 2: If any provisions of this Ordinance or application thereof to any person <br />or circumstances is held invalid, this invalidity shall not affect other applications of this <br />Ordinance which can be given effect without the invalid provision or applications, and to this <br />end, the provisions of this Ordinance are declared to be severable. This Ordinance shall be <br />liberally construed to achieve the purposes of this Ordinance and to preserve its validity. <br />SECTION 3: The City Clerk shall certify to the passage of this Ordinance and cause <br />same or a summary thereof to be published within fifteen (15) days after adoption in a <br />newspaper of general circulation, printed and published in Colton, California and the Ordinance <br />
