The City Council of the City of Colton ("the City") finds, <br />determines and declares: <br />A. This Ordinance is necessary in order to revise some of the <br />provisions of the City's Municipal Code relating to adult uses in order to <br />respond to recent developments within the regulation of adult uses and case <br />law interpretation. The City Council has previously determined that a <br />permanent ordinance regulating adult uses is necessary to establish reasonable <br />and uniform regulations that will reduce the adverse secondary effects that <br />adult businesses have upon the residents of the City by its adoption of <br />Ordinance No. 0-12-96 on May 7, 1996 and Ordinance No.0-18-96 ori June <br />18, 1996. The City Council reaffirms these findings. The public health, <br />safety and welfare of the City requires tAe enactment of this Ordinance. <br />B. The City Council finds that this Ordinance is necessary in order <br />to protect the City from the potential secondary effects of adult businesses <br />including crime, the protection of the City's retail trade, the prevention of the <br />blighting of neighborhoods and the maintenance of property values, protecting <br />and preserving the quality of the City's neighborhoods and the City's <br />commercial districts, the protection of the City's quality of life, the increased <br />BE <br />
