R-95-86 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />APPROVING THE JOB TRAINING PARTNERSHIP ACT AND THE <br />SYSTEM OF WAIVING VARIOUS BUSINESS FEES TO PARTICIPATING <br />AGUA MANSA ENTERPRISE ZONE BUSINESSES. <br />WHEREAS, the Agua Mansa Enterprise Zone has been established to <br />stimulate private business and industrial growth in economically depressed <br />areas of the state (Govt. Code §7072). <br />WHEREAS, the Agua Mansa Enterprise Zone Final Application contains <br />the City of Colton comprehensive Enterprise Zone program including task III, <br />targeted waiving of certain permits for businesses participating in the job <br />training partnership program. <br />NOW,THEREFORE, the City Council of the City of Colton resolves and <br />declares as follows: <br />SECTION 1. The linkage between the San Bernardino County Department of Job <br />Training and Employment Resources Agency and the City of Colton through the <br />Job Training Partnership Act is approved and adopted. <br />SECTION 2. Waiver of the building permit and plan check fee (plan check fee <br />waived only if plan check services are to be provided by City staff) and <br />business license fee (1st year only) to businesses participating in the JTPA <br />is proposed and adopted. The waiver does not exclude businesses from obtaining <br />the necessary building permits, plan checks, or business licenses. The <br />incentive shall create a fee reduction of $200 of the above fees for every <br />JTPA employee hired and verified by staff. <br />SECTION 3. This resolution is effective upon final enterprise zone designation <br />by the State of California Dept. of Commerce. <br />PASSED, APPROVED and ADOPTED June 17, 1986. <br />ALBERT A.
