R-12-90 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />STATING ITS INTENT TO APPLY, IN CONCERT WITH <br />LOS PADRINOS OF SOUTHERN CALIFORNIA, INC., FOR <br />1988 YOUTH CENTER AND YOUTH SHELTER BOND ACT MONIES <br />AND AFFIRM THE CITY'S COMMITMENT TO MEET ALL STATUTORY <br />AND/OR REGULATORY REQUIREMENTS FOR SUBMISSION OF <br />THIS GRANT PROPOSAL <br />WHEREAS, the City of Colton in joint venture with Los <br />Padrinos of Southern California, Inc. hereby affirm and declare <br />their intention to construct and operate an approximate 15,000 <br />square foot regional youth service center at the City of <br />Colton's Westside Park for a minimum of twenty years. <br />WHEREAS, both entities plan a comprehensive service <br />delivery system including, where appropriate, innovative non- <br />traditional programs designed to meet the needs of youth in San <br />Bernardino County. <br />WHEREAS, both parties, in concert, will develop and <br />implement a process to receive and consider feedback and <br />suggestions from the community served, including a separate <br />mechanism for the youth it serves. <br />WHEREAS, the project will be completed in a manner <br />that complies with all applicable statutes and regulations <br />WHEREAS, the operation of the regional youth service <br />center will be wholly within the State of California <br />WHEREAS, the youth service center will not be used <br />for secretarian instruction or as a place of worship. <br />WHEREAS, the facility, or that portion of the <br />facility, which is funded through the Youth Center and Youth <br />Shelter Bond Act of 1988 will be used only as a youth center to <br />provide programs and offer services for young people only. <br />
