R- 28-95 <br />RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF COLTON, CALIFORNIA <br />SUPPORTING THE RELOCATION OF THE <br />COUNTY MEDICAL CENTER TO THE CITY <br />OF COLTON <br />WHEREAS, on August 12, 1991, the County of San Bernardino ("County") recorded a <br />Notice of Determination based upon a full-scale Environmental Impact Report (the "EIR") <br />prepared in accord with the provisions of the California Environmental Quality Act ("CEQA") <br />for the relocation of the San Bernardino County Medical Center (the "Medical Center") to a <br />location within the City of Colton bounded by Pepper Avenue, San Bernardino Avenue, <br />Meridian and Valley Boulevard; and <br />WHEREAS, in addition to the Notice of Determination filed in this matter in accord <br />with the findings of the EIR, the County prepared certain findings and a statement of overriding <br />considerations regarding the environmental effects of the proposed San Bernardino County <br />Medical Center Relocation; and <br />WHEREAS, in accord with the findings made by the County regarding the negative <br />environmental impacts identified in the EIR, the County and the City of Colton ("City") began <br />negotiations in May of 1993 for a Memorandum of Understanding (the "MOU") between the <br />County and the City regarding the various mitigation measures required in order for the project <br />to proceed in accord with the requirements of CEQA; and <br />WHEREAS, substantial progress has occurred in such MOU negotiations and the County <br />and the City continue to pursue such negotiations in good faith in order to assure that the <br />identified negative effects of the Medical Center are properly mitigated and that the cost of such <br />
