R- 56-96 <br />RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF COLTON REGARDING <br />PLANNING COMMISSION REVIEW OF <br />GRADING PERMITS IN THE RECHE <br />CANYON AREA <br />WHEREAS, Section 1858.030 of the Colton Municipal Code provides that certain <br />matters may be reviewed and approved by the Design Review Committee without consideration <br />by the Planning Commission; and <br />WHEREAS, in the past the Design Review Committee has approved grading permits <br />in the hillside areas of the Reche Canyon and La Loma Hills areas that have caused significant <br />concern to residents of those areas; and <br />WHEREAS, the Design Review Committee is authorized pursuant to Section <br />1858.030(E)(1) to refer any matter within its jurisdiction to the Planning Commission for review <br />and approval; and <br />WHEREAS, the City Council finds and determines that review by the Planning <br />Commission of grading permits in the hillside areas of Reche Canyon and La Loma Hills will <br />give citizens a better opportunity to be heard and to be informed about grading projects that may <br />affect their property; and <br />WHEREAS, the City Council wishes to establish a uniform policy requiring that all <br />grading permits for the hillside areas of Reche Canyon and La Loma Hills be referred to the <br />Planning Commission for final approval. <br />
