R-14-22 <br />RATIFY EMERGENCY CONTRACT WITH DIVERSIFIED UTILITY <br />SERVICES, INC. FOR THE AMOUNT NOT TO EXCEED $91,174.00 IN <br />ACCORDANCE WITH COLTON MUNICIPAL CODE SECTION <br />3.08.130(A) FOR EMERGENCY REPAIRS AS DESCRIBED IN CODE <br />SECTION 22050 <br />WHEREAS, on January 121h, 2021 Century Substation Transformer sub tripped offline <br />due line arcing; and <br />WHEREAS, the critical infrastructure is in need of emergency repair as soon as possible <br />to mitigate outage and safety risks that increase during the summary months; and <br />WHEREAS, Colton Municipal Code (CMC) Section 3.08.130(a) gives the City Manager <br />the authority "to declare a public Emergency and take any directly related and immediate action <br />required by the Emergency, up to a total of one hundred thousand dollars." <br />WHEREAS, the City Manager declared an emergency in accordance with CMC Section <br />3.08.130(a) for the repairs to lines and grid infrastructure adjacent to Mt Vernon and M Street. <br />WHEREAS, staff conducted a consolidated internal competitive process (not formal or <br />informal) to remain in the spirit of competitive bidding, and selected an offer for less than one <br />hundred thousand dollars; and <br />WHEREAS, in compliance with the requirements in the City's Municipal Code, Section <br />3.08.130, City Council must ratify the approved emergency repair work around the Mt.
